Husband passed away; left me with financial mess and I am in constant pain needing a total knee replacement. Should I declare bankruptcy and how do I get out of my signed papers to provide 60 day notice to my independent living arrangements in order to go live with a dear friend who has offered me a room and bath?

And find out WHEN yours will get to you.
See if you can stay in place with the Stimulus money while giving the 60 day notice now. That will give you some time to make sound decisions. Not time to be moving while you can barely walk, unless friend plans on becoming your caregiver.
1) Ask management at the IL if there is a much cheaper apt. for you, when you give the 60 day notice.
2) Look into and confirm the fact that you cannot be charged rent after moving if management rents out your apartment soon after you leave. [The 60 day notice is to presumably cover the vacancy unannounced.] Is there a 'waiting list'? Talk to management, do not delay. There are usually waiting lists. These are all things to explore with an advocate.
Stop paying anything at all on your debts if things are going to continue to be that bad. Save your money for rent. Rent should be about 1/3rd of your income. Sign up for SNAP benefits, aka Food Stamps, there is an additional Covid benefit, you might get 300/mo. EBT for food. Also, explore the food banks.
If your husband received more Social Security income than you, call SS and have your SS benefit recalculated on his income-they will know what you mean-maybe someone here knows what that is called.
