Call your County Office of Aging tonhelp you. If no money, Medicaid does have an in home program. Some States will pay family.

If you would want to glance through sponsors on this site you might think to go down to bottom of page. On your far left is a column that says "FIND SENIOR CARE". Click on your choice. Other options are agencies that ordinarily do some vetting of their workers and can provide specifics such as visiting angels. They often require minimums such as four hours per day three days per week.
Then there are places like NextDoor. Mine often has folks looking to do some in home care, along with housekeepers and handypersons. You can google for your own area and look up "in home caregiver" and should find some things to check out.

Were I at a complete loss I would stop by any senior center in your area, and ALF administration desk, and just ask "Any idea on how I can find some good in home care" for my area?
If your senior is ever hospitalized be certain to USE that Social Services department for some guidance as well. Call your local council on aging.

I think key here is just thinking inside and outside the box, anything from folks who are part of a forum, such as here, or on Facebook. Somewhere, someone will have some connections to check out.

I called Visiting Angels when my brother had thought to stay home with some in home care. While their minimums were to much time for our needs, they did give me a whole mess of numbers just to check out. The woman was very kind, and perhaps it's just that I tripped on one of the "angels" that day.
