My senior neighbor, has COPD and recently diagnosed with emphezema...In need of oxygen therapy ASAP.

Your neighbor MIGHT qualify for Hospice if she/he does Hospice will cover oxygen if it is necessary.
If the oxygen is necessary and the doctor orders it I see no reason why Medicare would not pay for it. (Or I have a lot to learn about Medicare!)

Actually, her Drs. office maybe able to set her up.

Medicaid or Medicare? Medicare does pay, just not the whole cost.

You pay 20% of the Medicare-approved amount, and the Part B deductible applies. If you have Medicare and use oxygen, you'll rent oxygen equipment from a supplier for 36 months. ... Your supplier must provide equipment and supplies for up to a total of 5 years, as long as you have a medical need for oxygen.

I don't see why Medicaid wouldn't. They pretty much pay everything. Does your friend have a doctor's order.
