I live in NY and elderly mother that I bare financial and medical responsibilities lives in New Jersey.

I live in NJ and POAs don't need to be filed. I think it would be a good thing. Then its a public record. Her POA should be written in NJ I would think.

You do not need to file a POA in New York State unless you are attempting to manage sales of real property. In that case you would be well advised to seek an attorney and fine out the stipulations required of you.

Your mother must be competent enough to appoint you.
You must keep meticulous records of every penny into and out of her accounts.
If there is a care contract and shared living expenses needed you should see an attorney to make that; your mother would pay from her SS funds for that to be done.
You should look up "Duties of POA in New York State.

I sure am wishing you luck and if you have specific questions do come back with them. Do not do an online POA. Most banks will not allow that. If you merely need to be a signee for checks on your mother's accounts do make an appointment with a manager at her bank; the two of you go in together and get all this arranged.
