His health (physical and mental) and living conditions have deteriorated quite a bit. Am thinking it is time for him to go to nursing. He is refusing to go. His family and son will not help me at all. What are the 1st steps I can take? Who do I call? I don't know where to begin. We are in Nashville, Tennessee.

If you are POA and he can no longer remain in his home safely then you have the power to make the changes needed to keep him safe.
That means YOU do not need the approval of his family and son to help you.
Look for a facility that will accept him and if you need to begin the process of Medicaid application do so.
You also have the legal power to sell his house to help pay for his care. Any sale should be at Fair Market Value so if family gets wind of the fact that house is for sale and they want to purchase it has to be FMV.
If they have belongings in the house you can ask that they be removed by a set date. (you should be there so that they do not take items that do not belong to them) If items remain after set date they can be sold, donated, trashed.
Do not let family members bully you into keeping him at home if it is not safe to do so.

You may need to get your stepfather evaluated for 24/7 care and to be declared incompetent to make informed decisions. This will invoke your POA. Once that is done, you have all the power as POA. The family and son have no say in what you do. Ou will be in charge of his finances and making sure he is safe and cared for. You answer to no one. You do not give son or family any info on how you spend his money. Your SDs representative. You do what he would do and whatbis written in the POA.
