I know in cases where someone is dying they usually are able to find a facility for them. What if they aren’t dying?

You can not force the facility to keep her if they don't accept medicaid, so talk with them and find out what the next step is because they will get her out if they need to and then you are reacting to a crisis instead of planning the next step. No need to make a hard situation even harder, imo.

Consider contacting a social worker for the county her facility is in to discuss having a judge order a guardian for her. When this happens then the guardian make sure she gets the basics of care.

If they do they are likely to wait, as it is assured income for them, likely for the life of your mom.
They cannot do an unsafe discharge, so if family won't collect her there is little they can do but begin eviction proceedings which will take time.
Do "good faith reporting" to the admins of the facility and show them the paperwork, and assure them.
