I have already removed all facial tissue from the house due to overuse but we cannot go without toilet paper. He gets angry when I remind him to use his hankies and swears. We go through 4 rolls of toilet paper in each bathroom every week. Someone help please!

This the problem is the dripping nose, time to take hubby to his primary doctor to see what is the cause. Cold weather would do it for my parents if they needed to go outside. For me, it's allergies such as dust. And houses do get very dusty in winter.
Just curious why you feel this is part of OCD. It's more of a personal choice like using soft toilet paper vs stronger toilet paper.
I agree that giving him a generic box of tissue every day - or even his own exclusive roll of TP - isn't all that costly. Definitely cheaper than Claritin, which would cost $2 a day where I live. (Whereas a double-roll size of good quality TP would average about 60-80 cents/roll here, depending on the package size, and that's the non-sale price....TP is always on sale somewhere.)
This from someone who counts every penny, cannot afford to buy paper towels all the time, and trying to lighten up sweating the small stuff.
If he were using more than one roll per day because of OCD, then maybe it would be a problem. Some people have cats that will destroy an entire roll of T.P. and think it is cute, or just irritating.
Maybe the T.P. was just an example of how your husband's OCD is costing you money?
I sympathize. Maybe there is something else he could cut back on?
Take some deep breaths, and loosen those purse strings just a little, for the BASICS, of which T.P. is one.
Maybe this can help you relax a little, if that is at all possible living with OCD in your household.???
It seems like perhaps you are OCD about toilet paper usage, not your husband.
I do not count how many rolls we use in my house, I buy the big package of 36 jumbo rolls at Costco and it lasts several months. But I do not use it to wipe my nose. I use tissues that I buy by the case and do not ration them either. One tissue per wipe. I do not use hankies.
OCD is when the toilet paper was placed backwards in the holder and that person gets really upset, and has to "fix" all the toilet paper in the house so that paper faces the same way. Or the person counts the number of sheets each time when using it.
