My dad's pcp has referred him to palliative care 3x and each one we call says he does not qualify or they cannot take on another patient. He has an unknown blood and bone infection that has been going on for 1 year. He has pain, anxieties, depression and gets no sleep. How do we get help?

You can do the calling around to the different palliative care agencies in your area and have them come out to do an assessment. You don't necessarily need a doctor to refer you, however once you find one they will need a note from his doctor.
And if the palliative agencies you've already talked to, said he doesn't qualify for their care, they must believe that your dad is not anywhere near dying as palliative care is typically the precursor to hospice care. And I guess that's a good thing right?
If you're needing help with your dad you can either hire(with dads money of course) a nursing agency to come out several times a week and CNA's as well if needing help with bathing and such. And I would also make sure that his doctor has him on the right antidepressants for his depression and pain medications for his pain.
And of course it may come down to having to place your dad in the appropriate facility if his care is just to much for whoever is looking after him at home.

Have your doctor, the pcp, make the referral. This is a specialty of medicine and often has doctors who are "palliative care specialists" but the care itself is more a modality of care, and can be done by any good MD including your PCP.

Do a good search online for Palliative Care information. The internet is full of it.

Your PCP will help with sleep problems, anxieties and pain as well, in so far as it CAN be helped.
